A lone ruler remains in Haiti as the presidential council dissolves, leaving the country in a state of political uncertainty. This controversial move has sparked debates and raised questions about the future of Haiti's democracy.
The council, which had been ruling alongside a U.S.-backed prime minister for nearly two years, stepped down on Saturday. This decision comes at a critical time as Haiti prepares for its first general elections in a decade.
Just days before the council's dissolution, the U.S. deployed naval forces near Haiti's capital, Port-au-Prince, where gangs control a staggering 90% of the city. This move has been interpreted as a show of force by Washington, aiming to influence politics in the Western Hemisphere.
In late January, two influential members of the council announced a majority vote to oust Prime Minister Alix Didier Fils-Aimé. This decision, which defied calls for political stability from the U.S. government, led to visa revocations for four unidentified council members and a cabinet minister.
However, as the council stepped down, their plan to remove Fils-Aimé seemed to be put aside. Laurent Saint-Cyr, the outgoing president of the council, emphasized the need to prioritize security and progress over personal interests.
"We need to put our personal interest to the side and continue progress for security," Saint-Cyr stated, rejecting the push to dismiss the prime minister.
Fils-Aimé, in a brief address, promised to speak to the nation later in the day, acknowledging the council's work in paving the way for governance focused on security and electoral issues.
Diego Da Rin, an analyst with the International Crisis Group, highlighted the ongoing negotiations to determine what will replace the council. With a new multinational security mission preparing to take over, the legitimacy of the governing body is crucial.
"Clarity on who will govern Haiti is essential," Da Rin wrote. "Countries contributing to this force need assurance of an undisputed legitimate government."
February 7th, a historic date for Haiti, marks the beginning of democratic rule after a nearly 30-year dictatorship. It is also the traditional date for presidential inaugurations. However, Haiti has failed to hold general elections as planned, with gang violence gripping the capital and central regions. Tentative election dates for August and December have been announced, but many believe it is unlikely they will take place this year.
The council was established in April 2024, following the assassination of President Jovenel Moïse, which plunged Haiti into chaos. At the time, Prime Minister Ariel Henry was unable to return to Haiti due to gang attacks on key state infrastructure, forcing the closure of the country's main international airport for nearly three months.
The council's creation was a result of urgent meetings between Caribbean leaders and U.S. officials in Jamaica, aiming to establish a framework for a political transition after Henry's resignation.
Despite their pledges to address gang violence and improve lives, the council fell short of expectations. Da Rin noted, "The government has been unable to push back criminal gangs that control most of Port-au-Prince and have expanded into other areas."
The council also faced corruption accusations, with a government agency accusing three members of bribery in late 2024.
As the council stepped down, André Joseph, a street vendor displaced by gang violence, celebrated the end of their rule. He expressed his desire for a better government to lead Haiti in a positive direction.
"Their time is up. Haiti needs a fresh start with a government that can bring real change," Joseph said.
