The Union government has announced a major overhaul of the UPSC Cadre Allocation Policy for IAS, IPS, and IFoS officers, effective 2026. This new policy replaces the previous zonal system, aiming for a more equitable and transparent allocation process across states. The revised framework introduces several key changes to ensure a balanced distribution of officers nationwide.
One significant alteration is the shift from a five-zone cadre allocation system to a four-group categorization. The groups are organized alphabetically, as follows: Group I (AGMUT, Andhra Pradesh, Assam-Meghalaya, Bihar, Chhattisgarh), Group II (Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh), Group III (Maharashtra, Manipur, Nagaland, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu), and Group IV (Telangana, Tripura, Uttarakhand, Uttar Pradesh, West Bengal). This restructuring aims to promote a more uniform distribution of officers over time.
The insider-outsider principle remains in place, allowing officers to be assigned to their home state cadres if they choose. However, candidates must explicitly express their willingness to be considered for their home cadre. Those who opt out will not be considered for insider vacancies, regardless of their examination rank. Cadre allocation will be conducted in rank-based cycles, with insider vacancies filled first. Any remaining insider vacancies will be converted into outsider vacancies for the same year and will not be carried forward.
Once insider allocations are complete, outsider vacancies will be filled using a rotational roster system across the four cadre groups. This system ensures a balanced distribution of officers among states over multiple years, preventing regional imbalances. The policy also includes special provisions for Persons with Benchmark Disabilities (PwBD), giving them priority during the allocation process and allowing for additional vacancies in preferred non-home cadres if necessary.
Vacancy determination is based on the cadre gap as of January 1 following the examination year. State governments must submit their vacancy requirements to the Centre by January 31 annually to ensure accurate assessments of available posts under the new cadre allocation system.
